Clean out every time it needs it. On a daily basis clean out any feaces or urine, dirty food containers and water dishes. On a weekly basis clean out all the substrate and disinfect the cage or vivarium.
Make sure that it never smells.

Yoy should get rid of poop and stuff every time you see it but a ful cleaning only needs to be done every month or two depending on the lizard and the size of the cage.
