The Explorer toolbar is always at the top.
Do you mean the Windows task bar? If you want to move that back, just click a little part of the task bar around (but not on) the Start button and drag it to whatever side you want.

Go to view>>>toolbars>>Unlock the toolbar. You should be able to move it once you unlock it. Then you will have to drag the toolbar wherever you want it, which can be a pain in the a$$.
Notice also, if you check or uncheck toolbar names, you can add and remove toolbars and features on it.
Once you get it situated. go back and lock the toolbar so noone can move it around. Thats what I had to do because my son did the very same thing!

The toolbar might be locked. On IE7, you need to press the Alt key, select the "View" menu and uncheck the "Lock Toolbars" option. You should then be able to move your toolbars around.

I understood your problem. Please move the cursor to the edge of the IE window and resize it by clicking and dragging it when a double sided arrow appears. This will bring the toolbar down and u can drag it down then.. hope this was helpful..take care.
