Take a tape measure and try this.
Measure from you throat to your groin.
Measure from your groin to you knee cap.
measure from your knee cap to you heel.
you should find all the measurements are roughly the same and therefor legs are twice as long as the torso.

in proportion to the rest of their body. feet are generaly bigger the taller someone is and legs are longer on taller people. its a ratio of body hight above waist to body hight below. the exact length depends and their is no definate answer.
