I have know this girl for three years and she keeps saying we are best friends. I don't feel like we are. She makes me feel uncomfortable. She talks about sexual things. When ever I come over her house is a mess and they leave their dogs outside 24 7 and feed them once a day. And she says we can do things when we really can't. Plus, her mom smokes so that makes me even more uncomfortable. Please help!

Your the one who has to STOP going over there!
This discomfort your putting on yourself. It is their home, mom can smoke if she wants, maybe she'll stop if you offer to pay all the bills.
If you think the animals are being abused, report it. It's your right as a human being to do so.
As for your friend speaking of sex, tell her you don't want to hear about it!!
NO, don't even tell her that, JUST STOP going over there!!
IF she asks why...........well, tell her what you told us.

Look at it from her side of the story: Maybe you're the only friend that she really feels a close relationship to and the one person she can depend on when she needs help. Does she have any other friends she hangs out with?
Also, I wouldn't judge a friend's character because her house is messy or because her mom smokes. Do you know why her house is a mess or why they leave the dogs out? Perhaps there is more to get to know about this person to figure out exactly why she is calling you her best friend...
Everyone has their own definition of what their best friend is. Do you have other friends who you consider closer? Is this friend someone you can trust and go to for help, but you know is someone who will be there when you need help? I think from the way you sound in your question that you're looking for someone as well who you can depend on as a best friend, but you are being picky and over assessing the qualities of the people who you hang out with...best friends aren't just chosen but they just naturally happen. If your friend makes you feel uncomfortable about certain things, you should just tell her. If you want her to be your best friend, then you should be more open.

What makes you uncomfortable 1) She tries to exploit you Sexual 2) Her Mom Is Smoker Or 3) She does not feed her pet. If your problem is no 1 then try to humiliate her in open space like Bus stop Railway Station ( If you does not like her way to touch you ). If your problem is no2 and/or no3 then it is better to leave that girl because that's what their leaving way . She can not change the she live for you.

Maybe this girl isn't YOUR best friend but you are HERS. I had something like this. A girl thoght me as her best friend but I didn't see her as a best friend to me.
