You should be OK if you wear wellington boots and don't stand on a cherry picker.

well the best way is to shut the power to the house off then change it but the best thing to do is just remove it as is then once you go to replace it hold the new bulb it a towel and push it in if it lights up go turn off the pull cord and put it in safely mind have a good platform to stand on like a ladder or solid box
be safe

Just put the new bulb in slightly and if it comes on go and flick the switch. If you don't the bulb ends up so hot by the time you get it in that it burns you! I have the same problems as i've a few lights which work off 2 switches so you never know if it's on or off...

Turn off the breaker to the bathroom, if in doubt as to which one turn off the main, that will be the one with 100 or 200 on it.

To be safe, turn off your breaker and use a flashlight to see. After taking out the bulb or replacing it, turn the breaker back on. IMPORTANT!! if you are not 100% sure which breaker it is, turn off the main.

if the circuit has blown just replace the lightbulb
if you have just switched the breaker back on turn it off again and use a torch (if it is too dark to see)

Just dont' stick your finger in the socket... just unscrewing and screwing in a light bulb won't shock you.
