If you're just in it for the levels and not good drops, fight something really easy. This has two benefits:
1. Low level creatures have low defence, which means you hit them more often. The more you hit them, the more xp you get.
2. Low level creatures can't hurt you much, so you have to spend less time finding food.
I wouldn't pick a creature that is too easy though. If your max hit is 8 and the creature only has 3 hp, then you can only get a max xp for 3 points of damage with each hit. This is not as good as getting max xp for 8 points of damange with each hit. So I would recommend a creature with as many hp as your max damage per hit.
The only drawback with fighting low level creatures is that you won't get good drops. If you also want some money with your training, you might try fighting cows, since you can sell the hides for good prices. However, you'll end up going back and forth between the cows and the bank, instead of concentrating on training combat.

To make it seem like your combat is going up fast..only train one stat, such as strength. Then when that gets alot higher than attack and defence, train on of those, sine they are low level they will increase quickly and so will your combat lvl.

Train on barbarians, scorpions, or skeletons. Bring good food, especially when training on skeletons. Or, you can just remain lvl 22 and go skillpure.

Fight dwarves in the mines. As your combat raises, find harder monsters.
It may seem too slow for you, but the only way you can raise combat is to train it.
