When someone tells you that you are very soft-spoken, or have a kindly but soft-spoken voice, are they complimenting you or criticizing you?

To be soft spoken is a desirable attribute.

If you are intelligent and speak softly but knowledgeably in business, in an argument, while supervising people, all sorts of situation, this manner of speaking will serve you well. Others will lower their own voice, and pay attention when you speak.

In general soft-spokenness is a virtue.But on certain occasions this is deemed as a sign of cowardliness.It depends when a friend tells you that. At times aggressiveness pays, But in the long run it is the soft-spokenness that pays the dividend.

It depends upon the tone of voice they use, or how they say it. If they say it with a sweet smile and a caring face and a soft vocals, they are saying it to compliment you. But if they say it with criticism they are looking at you with disgust, and narrowing there eyes down at you. Your heart will tell you.

I'ld take it as a compliment if someone said that to me. The opposite term would be something like boisterous.

Well, it's more a description of your style, but I would take it as a compliment, that you don't engage in bluster or invectives to get your points across
