I think it means that "the answer" will not be found among some static authority (God, politicians, the media or however defined) but in some more defusive place--among the people, in your own head, in the whispers of a child, or even in such a meditative place as the wind itself. I think the action of the wind blowing also implies an intersubjectivity--that it's happening in more than one person and that it's a interdynamic process. Felt on the streets more than in the halls of Congress, etc.

Have you ever been to the country, do you not smell the country air you know fertilizer, cows sh?t and other pungent smells. The smell comes right to you its there if you want it. What if you don't then you walk away its up to you. Think about what I have said then put it to a life situation. You have a problem, to every problem there is a solution but do you really want to know the solution, no, then walk away from it. Yes then find the solution its all down to you. I don't know about philosophy, but I know how to think.
I think that line means that the answer is literately all around you, but you're to busy to hear it. If you really slow down, you can always hear the wind, or maybe the answer to your problem.
I suppose that since the wind is sometimes slow, and blows softer, it maybe sometimes be harder to find answers. Nevertheless, they are always there, you are just not looking hard enough.

To me it means that the answer is very ethereal and indefinite. Solutions to problems may be all around us, and all we need to do is look and listen from right where we stand. Sometimes the most obvious answer is missed because it is too close to us. We expect to find it only after a long a difficult search, but may find that we were right in the middle of it all along.

the wind is a great analogy of your inner wisdom.
it simply means that the answe you're looking for is always beyond your grasp. you cant see it, you cant touch it.
But if you take time to contemplate, it'll make its presence felt. & that enlightenment will show you the answer.
