If it's the government doing it, you won't be able to find out, since law enforcement agencies use directly your phone provider to snoop in your conversation. And know for sure that the government does this, on regular basis.
If it's somebody else with some sort of device, which is more difficult to do because you have to crack the security protocols, you could search for unusual electromagnetic signals around you, or buy an electronic jammer that will block any possible eavesdropping. (but may also block your cellphone in the process, heh).
Weird echoes and noises could be a sign, but sometimes that is also caused by a weak signal reception, so I wouldn't rely solely on that.

The only way a cell phone can be tapped is from your home switching system. The wireless carrier will receive a wiretap request from a law enforcement agency, which will then set the tap and send any calls to the agency to monitor.
Wireless networks, especially CDMA systems, are virtually impossible to tap an individual phone using a scanner. The person would have to find the one cell site where your phone is currently registered, and find the two frequencies out of a couple hundred that could be in use. Plus digital cellular systems are encrypted, so even if they did find the one site you were on and the two frequencies you were using at the time, all they would hear is garbled noise.

tapping a radio signal is easy and very very hard to find out. We hams use to tap signals from transmission all over the world we do this just using a receiver. only if you use a transmitter your location and doubts of monitoring can be confirmed. So you can't find out from a radio device that you are being tapped. But this is not a case in wire lines as sound quality will drop due to drop in voltage that is being dragged by a parallel device, this can be found from your house domestic wire line telephone extension.

Relax, My dear friend, nobody can TAP anybodies phone without prior permission from the authority. If you wants to find it out just contact your network provider. And ask them to check it out. They will help you there to find it out.
