I need help here because the section (Where the start button is located has been aligned at the right side of the screen. (And I do mean the whole bar was entirely shifted! at the right part!)

I want to make it back on the bottom part. But the sad part is, I CAN'T MAKE IT! The arrow is shifted horizontally and not vertically when I try to point my mouse on to it.

Any answer to this one?

The best way to fix this is to find the very light grey area immediately to the right of the Start button and drag it to the bottom of your screen. In some case you may need to drag kind of awkwardly, but after a few tries, it should move. After it is where you want it and all the toolbars are set up right, right click on the same spot and choose "Lock the Taskbar". If you don't see the option, keep trying to right click on various spots till you do see it.

Try pressing the mouse button on an empty part of the section and then "drag" it to the bottom. If that doesn't work, right click on the bar and make sure that "Lock the Taskbar" is NOT checked, then try again.

AHhhhh I hate it when this happens! The only way to do this if it was dragged there and not set to be there through the properties is to keep tying to drag it back. It doesn't matter where on the taskbar you 'grab' it at, just don't do it on the actual start button.
Good luck this is annoying problem.

Its just simple! Just press in the space where it is color black and when the arrow is white you can move it all around. P.S you need to uncheck the lockbar first beforehand so that you can move it. Just right click the start button and click properties and there you go.

If you have a double arrow, you're putting the cursor on the edge. You need to put it in the middle of the taskbar to drag it .
