Not present minded, focused on something else (as opposed to the task at hand / the present issue), consumed or obsessed in thought.
Sometimes, preoccupied can to mean a place that has suffered a previous military presence. "The country was in ruins as it had been preoccupied by another country." Or it can mean reserved claimed or taken. "The man told me that the seat was preoccupied (taken)."
Finally it is used in biology and astronomy when naming new life forms or heavenly bodies; preoccupied means the name is already in use and can't be used again.
