If both parties show signs of domestic violence, both bruised or other marks of hitting, then both are usually arrested on the spot and both go to jail.
If the man isn't willing to admit his wife beats him up, then the cops can't arrest her. They may know what's going on, but to actually arrest, they have to be told by the husband that she's hitting on him.
Just like they have to be told that he's beating her before they can arrest him. So, there's really no difference or discrimination to it. It all depends on him telling on her and admitting that she beats him.
