Multiply the probabilites.

You know that 1/5 of workers drive, so you know that 4/5 of them don't.

Of the 4/5 that don't drive, 3/16 ride bicycles. So 4/5 x 3/16 of everybody going to work rides a bike.

4/5 x 3/16 = 12/80 = 3/20
