I think it might be the other way around, people start growing up sexually in their early 20's and stop messing about with whomever they fancy. They start hoping that the 'right' one will come along to get married/have kids.
When that doesn't happen and they start thinking that they're getting too old or worry about their biological clock, they may start going out for what they can get again, and settle for someone who might not be their ideal for fear of losing out completely. So for women sometime in their mid to late 30's depending on family history on fertlity etc.

Well, I am thirty, and I still give into my hormones whenever I get the chance. So older than 30.

I think when their mind matures, some may be 18 , some may be 60, it depends on the person. My brother was 17 when he decided this girl is for him and they never regretted it. They were so happy untill he died suddenly after 35 years of marriage.
