theres some static current in woollen pullovers and jackets and when we touch someone or something theres some form of electric current.

It is a result of static current. When you rub woolen clothes, they generate current that is trapped in the fibers.

When it comes in contact with a person, the person acts like a conductor and the current passes from fibers to the person.

when there is a rubbing with wollen clothes, wollen clothes get charged with one kind of electricity and our body with the opposite kind. two types of electricity neutralize each other and produce a particular type of twitching sound which is we called electric current.
