Good Question. Honestly, It was Jimmy Carter. He was honest in everything. Personal life exempt.

Next in line would have to be Bill Clinton...ya ya i know he lied about having sex, but that had nothing to do with the excellent way he ran the country...you cannot deny it was more prosperus under him than ANY other pres. I think he was just trying to save his marriage, like any honest married man with kids would do...

Probably Jimmy Carter and you can see here how the repuglicans tear him up. He was not a good president by any means but he at least was honest.

To be honest, Bill Clinton was a really good president in terms of the economy, international affairs, etc. He wasn't as good of a husband.
