To attack a governments ignorance with handwriting and words, I like a ballpoint.
To attack a 1,700 pound gorilla, I like ink pens.
To scribble, ball point.
To draw, ink pen.
To sign my name officially, as in a bank document, real estate documents or a credit card purchase, I prefer ball point "Cross".
To be remembered forever, like on the Declaration of Independence, I would prefer ink pens.

Ball point:
:) You can press hard and they never seem to wear out.
:) You can use them on carbin copy paper
:) Never seams to fade over time
:( they seem to lock up
Ink::
:( If you press hard, the point becomes uneaven, you have to get a new one
:( No carbon copy ... use a photo copy
:( Fade over time
:) Noce and bright and stands out (although fades)
:) no lockup, they just die!
