My vote would go to Rip Hamilton of the Detroit Pistons. He has been known throughout his career as a player who his more adapt to coming off screens and hitting the mid range jumper more than settling for a three point shot.
This in no way takes anything away from Sam Cassell and Kobe Bryant who are good shooters in their own right. It's just that Hamilton does it with more consistency.

kobes shot is so good because he jumps so high when he shoots that he cant be blocked even with a defender in his face, rip hamilton probably has a better shot but he wont make as many because he has to come off of screens to get open which lowers his chances of making them. Sam cassell is old and ugly.
