I would like to send a text to a phone. Are there some websites you can recommend?

What is the form of texting you mean?
If it is texting to his/her mobile device (such as mobile phone) you can use a free international sms portal or something.
Requirements for that:
1 You should have his mobile number.
Or if you meant the thing called text chatting (such as Yahoo chat or Google talk) use the appropriate web site or the messaging software.
Requirements:
1 You should have the friend's chat ID
2 For better interactivity - that is if you need to see his / her reply as well - the friend also has to be using the chat service at the same time. Otherwise the friend will see your text later only.

Well you can use free txt messaging using your pc with a software called "Chikka", you can send up to a maximum of 30 messages limited per day worldwide.
but just a reminder, if your friend will reply to you using a mobile phone, it will cost them probably double the rates they are paying..

Use instant messenger on the PC, that's the easiest way.
