Depends on how he is related to your wife, is he a half-brother or step-brother?
it would be step-brother-in-law, or half-brother-in-law.
if you need it for medical reports or leagal forms, it should be explained in that way.
if its just for fun, call him "bro".

Just introduce him by is name, no explanation require, if some one says is he your relative, say yes and explain.
Make sure he agrees with this introduction so he is not, miss understanding you. He can always explain himself later while talking to them on one on one.
