for a triangle sum of 2 sides is always larger than the third side. The measurement given by you fulfills this requirement hence we can easily draw the triangle. Now there is no big deal drawing the parallelogram, most of the other answers like srinivas have stated correctly.

Possible and very simple too. First construct the triangle ABC with the given three sides. Say AB is the base. Then, draw a parallel line to BC thru A and similarly, a parallel line to AB thru C. The point of intersection of these two parallel lines would be D and ABCD is the required parallelogram.

yes! Draw ab=4cm. With b & a as centres draw 2 arcs each of radius 5.5 & 9 cm to get pt. c. Now c as centre draw cd=ab=4cm & a as centre draw ad = bc=5.5cm because opposite sides of parallelogram are equal.

It is not possible, I draw it my self and two arcs ac and bc are not crossing each other.
