his / her silly poem, would you rather tell him / her straight in the face that the poem is silly or would you encourage him / her to write more?

If they actually felt that strongly to commit some words to paper, I would probably encourage them to write more. Even the greatest poet probably wrote some tripe when they were younger. I am not a poet, so I cannot discourage them. I am who I am, so if they knew me well enough to trust me with a bit of them then I would encourage them.
Besides, Paul McCartney did quite well writing silly poetry.

If it was creatively silly I would definitely encourage them to write more... but if by silly you mean bad I wouldn't want to encourage it. I wouldn't want to tell them it was bad either, unless they were asking for constructive criticism. If it was bad and they were having me read it just to show off I'd probably just say "Yeah, great... nice!" and hope they quit talking about it.

I don't think I could tell them it is "silly", but I would have hard time flat out lying and saying it was good. I would probably say something like "If you enjoy writing poetry then you should write poetry." That way I am not lying to them nor am I insulting them.
