I'm curious about the legality of building a site which would allow friends to play texas hold'em and other poker games together and still be legal. If the players paid each other directly with paypal (site not collecting the money) would that be illegal?

I'm not sure, but I think it's legal. You should really be asking a lawyer about this.

I have done internal controls for 2 casinos in Washington State...

For the website you are describing to be legal, you would have to have a gaming license for every state that internet gambling is legal (I do not know of any and have been in the industry for awhile). Also you would have to prove you were "doing your best to reasonably refuse services to customer's who law states internet is illegal". Your best bet is to go through an international server (if you are willing to do this) but it is still illegal and can be up to a federal offense. And honestly every knock on oyur door may be a fed. Best bet is to play for fun.

I dont think so but it is really something the govenment has no business messing in. It a personal choice to gamble or not.
