well me and my husband want to go to tijuana but he does not have his california birth certificate,what can we do?

you just need your american passport.

Passport, or proof of citizenship such as an original birth certificate or naturalization certificate are your best bet. However, a California DL with separate photo ID can do also. Depending on the length of your stay you may need to obtain a Tourist Visa. You can do this by proceeding to the immigration office at the crossing where you enter into the country and complete your Tourist Entry Form.

forgeyes. All depends. If You cross walking, You can pass without papers. But when You come back, You needs papers. If You want to make a trip in order, get information in Immigration Serv. and The Mexican Consulate.

there is a way on line to order a certified copy of your birth certificate, you will need this to purchase his passport that will be mandatory to leave/enter the USA in 2007

all you need is california i.d., you don't need birth certificate or passport
