The government is the result of the post-revolutionary conniving of the upper classes. The political edifice they erected was one based on preserving the interests of the elite. And so its been.
By promoting a post-revolutionary nationalism, they have been able to pacify the masses. At the same time, the flawed system has increased inquality that's engendered all manner of corruption.
The way of cleaning up the government is by separating the elite's interest's from the government's.
If you think about it, America is much the same way... except for the fact that the capital accumulated has been allowed to trickle down in a way that pacifies the populace and makes them blind to the questionable dealings of the elite.
