Because until a couple of seconds ago, it was fully engorged with blood. Right after that, all the blood is rushing away at once, which makes it extremely sensitive. That, and all the nerve endings are highly stimulated at that point, and become even more sensitive at that point in order to prolong the feeling of euphoria.
