i think while mailing thanks in regards is said when we ask a something and get a reply frm the other end,we say thanks in regards.am i right...?

My guess is that the sentence really reads: "Thanks AND regards."
meaning he is thankful and at the same time extending his regards. It is a common "letter ender".

My take is that the final line of your mail should not have 'Thanks'. If you need to thank a person for any reason, it should be contained (and elaborated) in the body of the letter. Thanks and Regards sounds rude.

The mail should end as simply 'Regards' or 'Warm Regards' based on formality of the letter.

It is Thanks And Regards, shortened to TAR when we send messages.

it's thanks AND regards. or thanks in REGARD to a certain matter...
