There are no "safe" times, because no two females are exactly the same. But biologically speaking, here's what's up:
A woman's fertile period last for 24 hours. It is USUALLY 10 to 14 days after her first day of menstration
Ex: a girl gets her period on the 5th. so her fertile day should be anywhere between the 15th and the 19th.
avoiding these days is called the "Rythmm method", but is seldomly used anymore.Does it work? sometimes, yes. But my 2 year old son can contradict this whole "method".
aside from all the std's spreading quickly, not every girl runs like clockwork. Your best bet is to use a condom, everytime.

WHEN HAVING A MENSTRUAL CYCLE, IT IS GOOD TO LET THE BODY CLEANSE ITSELF OUT FOR THOSE 3-7 DAYS AND NOT HAVE SEX DURING IT. NOW AS FAR AS GETTING PREGNANT, USUALLY YOU ARE MOST FERTILE BETWEEN 14 AND 21 DAYS OF THE START OF YOUR PERIOD. USE CONDOMS AND THAT WILL BE 99% SAFE IF USED PROPERLY. BE CAREFUL OF UNSAFE SEX BECAUSE THERE ARE MANY SEXUALLY TRANSMITTED DISEASES OUT THERE AND MANY OF THEM WILL DO LOTS OF DAMAGE TO YOU AND YOU MAY NOT EVEN HAVE ANY SYMPTOMS. BE CAREFUL..

some people assume that when the period (menstruation) comes, it is safe to have sex as there is a low possibility / no chance of getting pregnant at all..However, there are some cases where women ovulate more than once at different periods of the one particular month..Should you have not started any family planning, keep sex for your first night or use protection for both men & women.

You mean when is it safe to have sex and not get pregnant?
never.
It is possible to get pregnant at anytime.. even during a period (doesn't happen often, but it has happened). I knew a girl in HS who got pregnant and she was a virgin. Her boyfriend and her just did some rubbing and.. next thing you know she was pregnant.

its safe to have sex during your period, what you want to watch out for is about 2 weeks after your period, thats when most women ovulate and also most women get pregnant.

You can have sex anytime as long as your protected from diseases and pregnancy, unless you want those things. Many people have sex during their periods too, but not me, too messy.
