Well, it depends on what you want to do with a web site. There are many sites that host websites for free. Or you could go to a place like MySpace and build it with help there. If you want to start from scratch - you would have to understand at least HTML to build it. There are also programs out there that aid you in making a web site. So, it really depends on what you want to do and how you want to do it.

If you do not know HTML coding, you can use software suchas MS Word or Publisher, or you can visit some free web hosting sites, they usually help you build a site.

There are loads of software that you can use to build a site, without having any idea abut html,cgi or perl scripting.
one which is the best I have seen is web pagemaker v2. you can also sign upto places like www.sdhinternet.co.uk, althought they advertise 3 packages, they will build one to suit your needs. chaeck it out...
