Sorry this won't help you too much, but there are two ways by which the fan speed is adjusted in vehicles.

First there could be a variable resistor (normally located very near the HVAC controls).

The second method is to energize various windings within the motor, which could indicate that your motor has partially burnt out or that the bearings have become stiff over time and only the "high" setting can overcome the static friction.

it should be under the hood in the heater box, follow the heater harness, if not then its inside the car in the heater box
