Interesting question! I guess you can use Safe Mode all the time, but you have to hit F8 everytime you start your laptop. Windows does not automatically go into Safe Mode. If you want to use the internet in Safe Mode, click on Safe Mode with Networking. When a computer/laptop is not fast enough, of course there could be different reasons. One reason is that there are programs that run in the background everytime you start your laptop, but you won't know it. If you go to Start, then Run, type in MSCONFIG. This will open System Configuration Utility. Click on the Startup tab. You'll see many boxes checked. These are the programs that run in the background. Just uncheck the ones you don't want to start up. But make sure you don't uncheck your anti-virus program! Otherwise, it won't start up! Click Apply, then OK. Then restart your computer. When Windows starts up, a message box will appear. Just check the checkbox and click OK. See how that works for you!

It is not detrimental to the system if that is what you are asking. You will not be able to do anything with video, and I believe networking (It's been a while since I looked at safe mode options sorry) but you won't 'hurt' it. You might also have some problems with Office applications. Other than that, if it makes you happy go for it.
If the laptop is that much slower under the normal windows environment, I would find out why, most likely it is from spy/malware that can be easily removed. Follow the link below for some pretyt good spyware removal software and see if it helps.
You can also turn off all of your unnecessary programs that load with Windows by going through start>run>msconfig but I wouldn't recommend turning off anything if you do not know what it is.
I must say, in 15+ years of tech support I have never been asked this LOL

It depends on what you want do do on your computer. In safe mode, windows doesnt load all the drivers, and therefore you cant do in safe mode all the things that you do in normal mode. If you dont have special needs, you can run it in SafeMode 24/7 there's no problem.

It's fine, but there will be some things you can't do because you haven't loaded some drivers.
Personally, the display resolution would drive me crazy.

You can also use the System Configuration Tool to help you streamline the booting. (You can run this by typing "msconfig" in the Run... window.) You should also run anti-spyware software.
