I believe it was on Roseanne, between Roseanne and Mariel Hemingway
I stand corrected. It was on LA Law:
"We come to the first one I actually witnessed live...the LA Law kiss between Amanda Donohoe and Michelle Green first aired on February 7, 1991. It was historic not only because it was the first time lesbians kissed on TV, but because neither character died, killed anyone, or was ostracized afterward. (Prior to this, gay characters were portrayed as killer or sexual predators)
Soon Roseanne was kissing Mariel Hemingway, Calista Flockhart was kissing Lucy Liu, Jennifer Aniston was kissing Winona Ryder and Ellen was kissing everybody....and Howard Stern is a 500 millionaire because of it all. We've come a long way."

Herein are some examples of primetime television’s gay and lesbian smooches:
"Melrose Place": On May 18, 1994, Matt (Doug Savant) shares a kiss near the pool with guest-star boyfriend Rob (Ty Miller) -- except you don't see anything because a threatened advertiser boycott goads Fox into cutting away from the liplock.
"Relativity": On Jan. 11, 1997, on this short-lived ABC drama, a lesbian couple caresses, nuzzles and goes for some passionate, open-mouthed kissing.
"Ellen": After coming out in the spring of 1997, Ellen Morgan (Ellen DeGeneres) and friends go on to smooch up a storm -- both for romantic and comedic purposes -- including a liplock between Ellen and best friend Paige (Joely Fisher).
"Party of Five": In 1999, college student Julia Salinger (Neve Campbell) engages in a short-lived lesbian affair with a professor (Olivia D’Abo) after the breakup with her abusive boyfriend.
"Ally McBeal": In a much-watched episode on Nov. 1, 1999, Ally McBeal (Calista Flockhart) and fellow lawyer and co-worker Ling Woo (Lucy Liu) engage in a 21-second-long kiss.

The first lesbian kiss was in 1974 and it was Alison Steadman. I just found that out a few days ago when she was on a programme about what they did when they first started acting.

On the "networks" it should not be shown in the "family viewing hours," as well as "passionate" hetersexual kissing and/or behavior. The FCC should be regulating this already. There are no such limitations on the CABLE channels, however. I will join the "backwards" people and say that this type of behavior is DEVIANT behavior... it DEVIATES from the NORM... the NORM being hetersexual behavior. This is statistically true. Yeah, go ahead and thumbs me DOWN... call me all the nasty names you wish... I've heard them all But I lament the "death" of STANDARDS in our society. A note to ... etienne primeau ... your answer was LONG but interesting. However, please be informed that there is no such word as "irregardless." The word is simply, "regardless." Have an "entertaining" day.

Might it have been Marielle Hemmingway on the old Roseanne show? Just a guess. There was a big deal made at the time.
