Below is the numbering system established by the NFL, and in place since 1973[5]:

Numbers 1 to 19 are worn by quarterbacks, kickers, and punters. Since 2004[6], Wide receivers are also allowed to wear numbers between 10 and 19 if they so choose, even if there's an 80-89 number available.

Numbers 20 to 49 are worn by running backs, tight ends (when an 80-89 number is unavailable), cornerbacks and safeties.

Numbers 50 to 59 are worn by linebackers and offensive linemen.

Numbers 60 to 79 are worn by members of both the offensive line (the tackles, guards and centers) and defensive line (the defensive ends, defensive tackles and nose guard).

Numbers 80 to 89 are worn by wide receivers and tight ends.

Numbers 90 to 99 are worn by linebackers and defensive linemen.

...that's the specific rules. Obviously if any retired numbers apply, they can't be selected. After that, I believe it is simply first come, first serve working with the equipment crews.

well, the nfl has defined which positions can wear certain numbers
* Quarterbacks, placekickers and punters, and other specialists: 1-19
* Wide receivers: 10-19, 80-89
* Running backs and defensive backs: 20-49
* Offensive linemen: 50-79
* Linebackers: 50-59 and 90-99
* Defensive linemen: 60-79 and 90-99
* Tight ends: 80-89, or 40-49 if all are taken
this is for the player's primary position, but the officials must be told when a player is playing a position where hs number would otherwise not be allowed. the rule is designed to make it easier for officials to determine whether a player is allowed to be doing whatever he is doing on the field, like ineligible receivers down field and stuff. on the individual teams, players can use whatever means to allocate jerseys. some guys pay for numbers they want, others will do trades or bets or something like that to decide who gets a disputed number

I'm pretty sure jersey numbers are picked by each player. The only thing is that positions are limited to a certain number range and players can't choose a number that a team has retired.

They are based on availability of numbers within the range of what is reserved for each position.

1. QB, K, P, WR are allowed 1-19
2. RB, DB get 20-49
3. C and LB get 50-59
4. G and NT (where applicable) get 60-69
5. OT and DT get 70-79
6. TE and WR get 80-89
7. DE get 90-99

They are choosen or assigned based on the position of each individual player.
