I'm not sure when you're going, but here's the general breakdown:
Dec.-March: Cold and damp as freaking heck. Also rainy.
April: Cool, gorgeous scenery, wonderful scent at all times. Also rainy.
May: Hot, humid. Also rainy.
June-Nov: Hot and humid as freaking heck. Expect typhoons. Also rainy.

Today the weather in the Kanagawa prefecture is cold, 13 degrees C. There is a slight breeze. When the sun goes down at about 1630, the temp drops to about 10 degrees C. The weather will continue this trend through the weekend. Yokosuka being near the sea, might have slightly stonger breezes. No rain for the next 5 days is predicted.

Naval ships are moving, traffic is as usual on streets. Wind is blowing but it is cool. People are shopping and eating.

Yokosuka is a base therefore, weather is very cooperative I can say.
