I am not sure on this since canned air is a compressed item. I would assume that as long as it could withstand the altitude presssure that it would be ok to ship. You may want to try to try contacting your local post office on this or better yet go to the website below. The post office under the household setting has a frequently asked questions section. I tried under international shipping, but had no success. There is a tab that you can click to e mail them a question. It does state that they will research your question and send you a response back. It does not give a timeline for reponse, but I would assume that it would be within 24 - 48 hours. Bu the way, when you write to your son, please tell him thank you for the job he is doing. As an American, I am proud to know that they are protecting the ideals of freedom for us and others.
