Never heard of that movie, not a big Steve Martin fan.
But if it happened to me, I would go check on the baby, see if it is cold or hurt, and immediately pull out my cell phone and call 911.
If someone came up before the police arrived and said it was their baby, I would not surrender the child, because who knows who these people could be!
If it was really an abandoned baby, and there was no parents (though, after leaving it alone, they don't deserve to ever even see it again...) or family, I would definately check into where it was going. I feel like a terrible person to say this, and I'm not racist or anything, but I would probably only really try to adopt it if it was the same race as me. I grew up in a town that was all one-race, a small (backward) sort of community, and I know many kids that were teased and laughed at because they were different than everyone else.
But since this is a purely hypothetical situation, and I really don't think I'd ever, ever be out running, I don't think I'm gonna worry about it anymore.

This is a strange question, but it happens in this country all the time that people throw away their babies, sad but true. I would call the cops, try to make sure it is warm, if it is alive.Id check for a pulse and to see if it is still breathing. But I would be careful about handling it because it could have broken bones or anything that could be made worse by picking it up. Like if it was abused, it could have a cracked skull or neck and picking it up could make it worse brain damaged or totally paralyzed. If it was crying, I would talk softly or sing to it and try to calm it. I would say prayers that it is ok. If it was dead I wouldnt touch anything-then its a crime scene and I could destroy evidence that might would lead to finding the killer and/or parents of the child. I wouldnt hand it over to anyone but the cops tho-anyone could say it is their baby and do whatever they want to it. Would I adopt it later? Who knows, they may or may not let me, but I think everything happens for reason too, Im just not sure it means I "should" adopt it, it may just mean I was the one meant to find it and try to help out.

Why would there be a baby? And more importantly why in the world would I be running? Ha Ha. Seriously though, this is a strange question. I would definately go over to the baby and pick it up and check it out. Then I would go to social services and notify the police and everything. I guess if the babies parent's never showed up or they were dead or something, then I would adopt it. I think everything happens for a reason and if I saw the baby first then I should care for it. Finders Keepers!

I would call the police and try to keep it warm and console it in the meantime. I would cry too. And look around to see if I saw someone. Maybe the mom could be hiding to make sure someone found the baby. That is sad though there was a baby that was found in the college campus dumpster here. Another baby once was bitten up by ants. That is actually very common her in this college town.

I would hope it wasn't dead...sad but true...then I would pick it up and hold it and I would never want to let it go. I think there are laws that say the child must be turned over to the "laws". So not much would really be up to me.
I guess this brings up the question that is always on my mind...Would I adopt a drug addicted/damaged child...I can't decide...ashamed to admit it...there are enormous challeges with that kind of child...and very few benefits to the adoptive parent.

I would go check on the baby, I would call the cops, but I probably wouldn't adopt it. I would be interested in it, though, for its life, because you did save it.

Check for a pulse and signs of life then run him to the nearest hospital, fire department, or police station because from thier they can take care of the baby then if you wanted to you could adopt the baby.

Call the police immediately and they will contact social services to find a loving foster family and/or adoptive family asap.
