Virtual memory is used when the computer runs out of physical memory (RAM). You should never decrease this below a certain level. However, setting this above the recommended setting is wasteful. On an average computer, a 1gb swap file (what is used for virtual memory) is considered to be the norm. Ideally, however, your operating system will adjust the swap file for you and you don't have to worry about it (as Windows does). Basically having too little is very very bad.

It can have an influence on your PC's overall performance and it could do nothing for it. Basically virtual memory is your computer using your hard drive temporarly for memory space since your physical memory has run out of space. This is also called swap space. The wikipedia article explains it in pretty technical terms.
If you are running high on memory often (you can check this using Task Manager on a Windows machine) you should probably increase the amount of virtual memory Windows can use.
Also remember however, that virtual memory is not nearly as 'fast' as physical memory as it takes the computer much longer to fetch stuff from virtual memory. The best thing to do if you're running out of memory is to buy more physical memory

It depends on how much RAM the system has.
If it's enough for what the system does, increasing the virtual memory won't help much. If there isn't enough RAM, get more.
Virtual memory is incredibly slow when compared to RAM.
Most experts suggest that the minimum be set to about 1.5x the amount of RAM. Set a maximum of maybe twice that.

Virtual memory is the hard disk space used by windows, so you let windows set the space needed,
on the other hand if you have not got enough hard disk space it can and will effect your computers performance and make it very slow, and you will not be able to defrag the hard drive.. that is one way to find out how much space you have available for virtual memory
