Do you mean as opposed to having bills wind their way through committee? Oh, man, we couldn't have that. If bills didn't have to go through committee, how would the lobbyist be able to offer their input on the merits of a bill? How would a committee chairman stifle bills by members of the opposition party, preventing any discussion of their ideas before the full body (and public). How would members have time to find places to stuff pork projects into the bill? Hey, wait a second!!! You might be onto something here. Where do I sign up?
