Do you have any lumps? Do you check yourself doing the regular breast exams? It could be hormonal changes, fibrocystic breast disease, many things, I would suggest if after your period that if they still hurt, go see your gynecologist, and maybe get a mammogram or breast ultrasound.

First I'm male but I was a nurse in the US Army and retired after 20+yrs. You say for sure your not preg and thats good, that eliminates one issue. The best guess is simply hormoes, hormoes, hormoes doesn't matter when you periiod is due, are you taking birth control pills, have your periods been regular and on time, i seriously dought that they are growing unless you have gain a few pounds.
Most young ladies stop growing after about 20yrs, I'm talking about growth not size, size is always controlled by weight and body shape.
I had my friend who is 38DD and she told me that she felt pain and the she felt an area that seemed harden, I did a breast exam ---hahaha, she had grown to 40DD simply due to a few sudden pounds, yes she got a new bra for size 40DD and solved her problem. She was wearing a 38DD bra with an under wire for the last 100 years ! She is 51 y/o and 5'2" and 168lbs, rather small frame for that size package, simple solution.
I'm not being silly, first check your true bra size, the tightness of wearing that starp all day will make them have discomfort, go to JCP to the bra department and they will size you the right way, at no cost.
If that turns out alright then its back to the harmoes, and its time to check for a doctor's appointment. May I say this is serious, at your age, simple and to the point ~ CANCER ! There is no reason for them to hurt, its your body talking to you and a blood test will get the answer and relief of whatever is wrong.
Your breast are full of mamalary lymph glands and they could be swollen and tender due to hormoes or inflamation of the lymph gland and that's indicative of other things, that might be more serious.
Hope this helped, I have two daughters(36&38) and 8 grand-daug that are all past puberty and having their cycles, these question have come up before.

An excess of caffiene can cause that. (At least, I had the same problem, and thats what my doctor told me, to increase fluids w/o caffiene and cut out the coffee)
Also, a girl I work with swears that folic acid (800mcg) helped her with this problem - but if you try that then go to the doctor, tell him you are taking it, because Folic acid can skew blood tests of any tests he might want to run (he will know how to interpret them if you tell him though)
If you try the additional water/cutting out caffiene and it keeps up after your next period though, call your doctor

Take the nipple clamps off first, then see how you feel after a couple of days.
