I assume you're asking if you need a sump pump in the basement or the house's foundation.....It really depends on where you are. It could be perfectly flat where you are, but you might have lousy drainage in the area. If that's the case you need some type of drain system. Whether that be sump pump or outside/inside perimeter drains. If you've got really good draining soil you might be able to get by with no drains. But I wouldn't recommend that. You should really plan on putting some type of drain system in. If you don't it's going to come back and bite you. Especially if you're doing a basement and plan on finishing it off into living space. If it floods you've lost a lot. A good way to tell how well your soil drains is to do a perk test. These are required where I live in N.Y. I built a house 3 years ago and put in the sump pump, and outisde and inside perimeter drains. They didn't add that much to the cost of the house and I have peace of mind knowing I'm safe. I've got really good draining soil and the sump pump has never turned on, but I feel safer knowing I have it. I'd recommend you use some type of drain system. Also make sure you have gutters on your house. They force water away from the foundation.

Flat isnt so much the issue. The water table and the grading around your house is what determines if you need a sump pump. For example my old house was in flat lot and had bad water problems when it rained. The yard was graded to direct water away from the house and the water problems nearly stopped. If the water table if your area is high you will almost certainly need a sump pump
