18 or when you are sexually active. which ever comes first. at this age you should also be having your annual pap smears.
but you can also start going to the gyne when you start having your menstrution but mostly start at 18 or when you are sexually active.

At whichever of these points come first
1 - you start your period
2- you become sexually active
3- you turn 16 and haven't started your period first
Going to the gyno isn't all that bad (not saying its fun either) no reason to be shy he looks at 1000 of them things every day he's not paying anymore attention to one than another

Talk to your pediatrician. I started when I was 18, but if you are sexually active, you need to start then.

If younger than 21, when you plan on having sex so you can start birth control. Older than that to make sure that everything is ok and that you have no diseases or anything abnormal. It is a good thing and nothing to be ashamed or afraid of.
