it's about reported speech

ex) I was born in Canada-->He said he was born in Canada.

Q) I can't come to school today--> He said he couldn't come to school today .. TODAY is right?
Q2) The weather is nice, isn't it? She asked me whether the weather was nice or not.. (is it right?)
Q3) Sometimes, I regret that I shouldn't have helped her
--> Sometimes, I regret that I haven't helped her(right?)

1 is ok.
2...you should say she asked my opinion on whether I thought the thought the weather was nice today
3. sometimes, I regret that I didn't help her or that did not (not haven't)

I would say that Q1 is restated well. Q2... I don't really think that she asked if the weather was nice. It was more like she was making the statement and was getting your thought. Q3... I am not sure what your original statement is, or maybe it is the restatement that I am not getting.
