Originally the lands of the Byzantine empire were part of the massive Roman empire. However, this was too big an area for one emperor to rule, so the land was split into east and west, the east remaining the Byzantine with a capitol at Constantinople. Eventually, the western Roman empire collapsed, and the Byzantine empire remained due to its connection with the east and the fact that it did not suffer the barbarian invasions the way the western empire did. Further splits occurred with the churches, but to answer your question, yes the Byzantine empire was, for a brief time, part of the Roman empire.

No, the Byzantine Empire evolved after the fall of the Roman empire. The Greeks dominated the collapsed Roman empire and eventually took over the Romans creating a new empire that spread Christianity to Europe. Basically at the beginning the Byzantine empire had two "capitals" Rome and Constantinople but after some issues with religion the two were separated and catholic and orthodox churches separated as well.

The Byzantine empire started as the eastern branch of the Roman empire. At some point Rome decided that the empire was too big to govern from one place so they created a second capital at Byzantium and installed a second emperor there. Later the emperor Constantine who at the time was sole emperor installed complete government there. After his death the city was renamed Constantinople. Later the western empire collapsed and the empire centered in Constantinople was the only remaining Roman empire although it became increasingly Greek in character. Greek was the main language and the Greek Orthodox Church was the official religion rather than Roman Catholic Church. Much later the empire came to be referred to as the Byzantine Empire in memory of its capitol city's original name.
