The whole idea behind the society in 1984 is controlling the people by destroying everything that is individual or unstable. This has a lot to do with emotions. By having no love you don't have an emotion that is not only unpredictable, but lets people form strong bonds with people other than Big Brother. There is no love except for Big Brother.

Marriage and sex is alright (as long as there is no love) because creating children is a duty to the Party. There is no enjoyment in the process, and the people are aware that they are to raise children only for the Party and not for the fulfillment of having kids. In fact, the kids are raised with the idea of no love, and thus have no problem turning in their own parents to the government.

Another way the goverment is ensuring that people become mindless drones that follow the government unconditionally is by destroying language. By destroying the words that have feelings attatched to them, the government is destroying the means to recognize and describe emotions. If you have no idea that something called "annoyance" exists you won't experience it.

It allows marriage because this produces structure and a kind of stability. Love and sex, on the other hand, provoke loyalty and passions. If a person loves another more than s/he loves Big Brother, it will be bad news for the party. The party must have all loyalty. You know how disruptive sex can be in any society. The party wants to avoid anything that distracts from obedience to the party. Imagine somebody wanting to satisfy his lust instead of doing what the party wants! Imagine somebody protecting her lover from the party's judgment!
