As long as he his following city, state and federal laws, he should. The people elected him to represent them. Having said that, our mayor does not have a vote. Most actions have to be taken by council. He can try to influence them and lobby for what he wants to do, but in the end, it is up to our council.

And here's another thought: a group of people get together and want something for themselves, but it wouldn't be in the best interest of the city as a whole. Most conscientious Mayors would deny the group.

Leaders Lead. Followers Follow. Followers have no means of accountability and cannot and do not have a vision or comprehensive plan for the future direction of a city or other organization. Leading by public opinion polls makes for a schizophrenic leadership. What do you do when the polls contradict themselves? Who do you follow.

No one, because a leader is elected to lead. The voters had their say on election day and will have another on to judge the leadership on the next election day. In between those days, the leader has been given a mandate to lead. So do it.
