No need to go to the doctor yet...hair growth around genitalia and secondary sex characteristics show up gradually. I assume you are a male and voice change, etc will be slow but they usually do take place. A physician will tell you the same, but he would check for cryptorchism (undescended testicle). When you present a question such as this, you need to tell everything...height, weight, etc for a physician to judge.

Everyone grows at their own rate, you are just reaching the starting to mid point in puberty. Don't worry you will most likely. Growth is based more on genes than anything. However bones have to stay healthy (drink milk!!) to grow sucessfully. So if you have tall parents you will most likely be tall.
