It's suppose to be tongue-in-cheek humour, but, yes, some people may find it quite offensive. It's a stereotypical view of some of the ethic groups.

o.k its kind of a mix they are racist's to whites when they say you know when the worlds coming to an end when the best rapper is white ! but yet they are racist to black's when they say the world best golfer is black and the french and the germans they don't seem like they are racist twards the just saying there opinion ! seems to me they are just jelious of the best rapper (i have know idea who that is? ) and of tiger woods ! they don't see that these people work there whole life to get to where they are today ! so yea if i were you tell them you were affended by there sine and you think many other people will too!God Bless!

yeah, it's pretty racist. it is saying that black and white people, french and germans are not as good as Americans. skin and culture have nothing to do with a person. even though the sign may be considered true, your opinion is your opinion.

It's meant to poke fun at stereotypes. Because stereotypically, golf is a "white" sport, the French are stereotypically arrogant, rap is stereotypically a "black" genre, etc.
It's not racist. Unless you're hyper-sensitive.
