When said, "understand what am saying", it DOES NOT MEAN, that the person is trying to confirm that you understood what he is saying, it is more like saying, "don't you agree with that/me", and you respond,, yea,, or hell yeaa, to see if you are in the same boat.
REMEMBER, they way you speak your language is different for many.

Why just black people? I say "you know what I mean" every other sentence too. I hate that I do it and my dad hates it too. But there you go.

Maybe because they have such a weird Southern accent that many people cant understand them. In my case I really have a harsh time talking to many African American people.
Or maybe because it's just a way of expression, like "you know", havent you noticed that many people when talk say all the time "you know"
