The reason Congress does not share some of the blame is Bush lied to Congress (or at lease withheld important information) and then he (and he alone) manages the war. The Congress had no say in the conduct of the war.

I think he deserves plenty of credit, he is by no means a legendary president but he lead us through very hard times and has done a very good job. Put it this way Bush made decisions that has made tons of americans and people overseas want him dead, sometimes the best decisions are the ones that get you killed. Not literally of course but i think you all get the point.
