The jack will still need to be connected to either DSL, sometimes offered by the phone company, or a cable connection provided by other Internet Service Providers (ISP).
But, no, you don't have to use a phone connection UNLESS you're using a dial-up connection which uses a phone line.
Still don't actually need a telephone though!

I am not familiar with Qwest's offerings. If it is straight DSL, then DSL/phone arrive out of one jack (1 pair of copper). From their, either the modem POTS port or filters separate the phone signal out. If it is VOIP, then DSL is used as the network connection. Phone does not ride one as a separate signal, the phone is provided digitally. The VOIP router has a POTS line out the back that provides phone. This also requires a single pair. But unless you rewire, you cannot feed that POTS line through other jacks (not a problem in your case, since you have only phone jack.) Either way, only one phone jack (one pair of copper).

As long as you have a phone line that's connected you don't need to have a phone or use one but you still have to pay the phone company to have a phone line. There's always wireless or cable internet too. No phone lines needed.

If you are using dial-up, it has to be a working telephone number. If you are using DSL, you can buy "naked DSL" service, which keeps the line live, but has no phone service.

Yes...if you are using a dial-up modem..you must have a working phoneline.(jack)You do not need a phone plugged in tho.
